Beginning last month, Epsilon Company of the 359th Placid Civil Affairs Group (Federation Marines 241) was deployed to the nation of Akbajoor on Jovainnon VI, known as Ta'lik to this locality. This was done in response to a growing rebel movement and numerous fatal incidents with large, scorpion-like arachnids harassing the indigenous population. A capsuleer was chosen as commanding officer of this expedition, with Luminaire General Seriphyn Inhonores FDU being appointed as Major GFMR. This means that the entire operation can be funded by the capsuleer in command, so that no resources are drained from other channels. In addition, Jovainnon VI's status as a tertiary territory means that the Federation cannot commit to the world moreso than it already has. The Marine Corps was chosen over the Army for this operation, due to the requirements of maintaining supply lines with the Navy, as well as the lack of the latter's presence on Jovainnon VI.
Akbajoor (capital city Akbajoor) is a principality of less than five million indigenous citizens, governed by a ceremonial prince-chief and a parliamentary system with strong tribal traditions. The highest-ranking Federation official in Akbajoor is the principal tax collector, Marko Tandropov, an off-worlder. Less than twenty other Federal officials are present, all indigenous to the world. Akbajoor is primarily tropical jungle, though the city borders a vast desert that separates it from other countries. Local infrastructure is poor but functional. Damage to infrastructure has been inflicted by the local rebellion, who find the minimal Federal presence unwelcome. Previously, the rebellion formed in response to the CBD occupation a few years ago. Intelligence suggests CBD now fund the same rebellion. Polling of the local citizenry (chance of unreliable data is 47%) suggests a 61% preference to the status quo. Remaining feedback is split between no Federal presence and/or the reappointment of the senior tax collector to an individual who is local. The Federal Administration is reluctant to do so, as there is a low level of local citizens with centrally-recognized qualifications to be appointed to such a position.
Extremely low population density, zero industrialization and zero urbanization outside of the main city means that an indigenous species of scorpion-like arachnids (called 'pik-pok' locally) have infested most of Akbajoor. The sudden population explosion of pik-pok is a recent development, reasons unknown. Current death toll is 37. Additional resources are required to discovering the reasons behind this infestation. Local militia (no standing army or Federal franchise registered) now struggle against these arachnids and the local rebellion. Epsilon Company has been deployed to train and equip the local militia to deal with these threats to stability. A second primary objective is the maintenance of Akbajoori infrastructure, considering damage inflicted by both the rebellion and the pik-pok. Sonic emitter pylons have been erected on most major roads to keep the pik-pok away from these thoroughfares. Larger pylons have been erected at several villages already. Final goal is to erect pylons at every registered settlement in Akbajoor.
Epsilon Company does not have authorization from either the Akbajoori or Jovainnon VI governments to intervene in the local conflict. Acquiring special Federation mandate to do so is unlikely, due to the world's low status giving it an equally low purview from central authorities. Epsilon Company will only intervene in strictly defensive scenarios, either to defend Federation military assets, or the local populace. The expedition will seek to deal with the pik-pok infestation, minimize collateral damage from local conflicts, and better prepare both the militia and population for the long-term. A secondary goal is the development of further infrastructure in the assistance of Akbajoor, including water and electricity utilities.
Rumours of enemy commando units, either Caldari special forces or foreign mercenaries, have been partially confirmed. Epsilon Company has full authorization to deal with these incursions, for the security and wider stability of Jovainnon VI. No contact of off-world interlopers with the local population has been recorded.
So far, one other capsuleer with the rank of Ensign GFNA has been assigned to Camp Adreland, Epsilon Company's base-camp. They have delivered several supplies in aid of the expedition, including crew-operated DCMA S-1 Forge weapons, capable of eradicating local pik-pok with ease. Other supplies include a pesticide that may or may not eradicate the infestation. Due to local sensitivity and the chances of a wider ecological outcry, such courses-of-action in dealing with the infestation are currently being debated amongst Epsilon Company command staff.
